What are some really good highly pigmented shadows for cheap ?

sorry to say, but i really suggest urban decay.. their shadows are on the more expensive side. but on sales, you can get a color for $8! (normally $20)

but on the more helpful side, the most pigmented eyeshadow ive used was cream eyeshadow from the sephora collection. they're way cheap compared to other brands. i have the big crayon eye shadow sticks, one for $5.

If you're willing to splurge on the palette itself, MAC makes amazing eyeshadows. You can get the ones only in the pan for $11, only one dollar over your budget. They come in so many colors and are really pigmented.

wet n wild eye shadow trios in vanity and greed they all so have a green ones and purple ones all different little plattes for 3$ and they really work there every pigmented almost like the mac eye shaodws vanity is my fav becuase its a natural platte alot of browns and golds in it the greed one is a smokey eye paltte have alot of black colors and peach colors for smokey eyes so get some of those you willl love them there at any drug store

a lot of the makeup artists on youtube use it. I LOVE it. and it's not tested on animals

I have a palette and in my opinion it's better than the more expensive brands :)

maybellines color explosions :) the colors are intensely bright and beautiful :) or any blackheart brand shadows from hot topic..anything jordana, jane, micabella,and. sephora :)
