Why is Assassin's Creed 2 so slow?

I'm running an i5 Quad Core 2.4GHz processor.

4GB of Ram.

A 3GB NVidia GPU.

By most accounts, and for most games, this is a beast of a computer and can run almost anything, but even at minimum settings for Assassin's Creed 2 I slow down repeatedly, and can get as low as 10fps. I think it's patched to the newest version by default, so why is it slowing down so much?

Update:

Restarts don't work. The game came from Steam and runs through Uplay. I've seen plenty of people with top end computers who can't run this game. I've found that minimizing the game for a bit and then reopening actually smooths it for a few minutes, which makes me think it's just an awful port by Ubisoft.

    the game should definetely be able to run it at lowest smoothly. What was the source of the game? Steam, disk, torrent? Try re-installing, turn off vertical sync in the options, make sure you have no other programs running. Also, check if theres any difference if windowed or full screen.

    Try reinstalling the game by completely uninstalling it first.
