[MTG] -Two (one ruling) questions about Commander-?
1) In a recent game play, I Condemned someone's attacking general, he told me "the bottom of your library is considered a zone, and thus I may choose to return my general back to general zone." Is that true?
2)there are two banlist for Commander, one on http://mtgcommander.net,/ and the second one is on offical MTG site. The difference between the two is the Mox family, what caused that difference?

1. no, the library is a zone but you can only move it to the command zone if it would be moved to graveyard or exile zone not any other zone.
2. the banlist on the official site is for MTG Online where moxes isn't printed so it's not banned.

1. He's a liar. You can only return your commander to the commander zone from the graveyard or exile.
2. I would rely on the ban list from Wizards, simply because they own the game.

1. I can see no rule indicating such, here are the rules for Commanders. They involve the Graveyard and Exile.
903.11. If a commander would be put into its owner's graveyard from anywhere, that player may put it into the command zone instead.
903.12. If a commander would be put into the exile zone from anywhere, its owner may put it into the command zone instead.
