It started in Irelanad and the UK to keep your tea warm in the tea pot. Mostly they are fitted to the standard size of a china or porcelain tea pot but some folks just wrap a towel around the sized pot they actually have. It keeps the tea warm longer.

It is a knitted cover shaped something like a teapot. It is to put over the teapot to help keep the tea hot longer.
