Do I have to have data on my Verizon plan?

I only have one basic telephone, and I have no need for a Smartphone. Most of my time is spent around the computer, so I don't need data for my phone.

My current plan is an old one. It is 450 minutes for $39.99 per month. I would like to upgrade my service plan to unlimited text and maybe unlimited voice, even though I never exceed 200 minutes. Also, I have no use for data, and would like to keep the monthly fees close to my current one. Is there such a thing?

First of all the lowest plan is $39.99 a month for 450 minutes. There is no lower plan then this. Unlimited texting will cost you $20 a month. If you want unlimited voice then you would have to change your voice plan.

Unlimited Voice plus Unlimited text and 300MB of data plan for basic cell phone = $70 a month

So $70 a month is what you can expect to pay for unlimited voice and unlimited text. This does not yet include any taxes yet.
