The locking lever is under the front of the seat, I can't remember which side of the front, just feel under there and you will find it. It may be stuck or the return spring that locks the lever may be broken. Both are common problems for this car. Both are easy to fix though and cheap. If the spring is broken and it won't return on its own you can manually move the lever to lock. If it is stuck it needs to be removed from the car and then lubricated. I had to do this with mine, wasn't a big deal, 4 bolts to undo.
