BF3 premium code work on PC if bought for a PS3 or 360?
Was kind of curious if I picked up a premium code for 360 or PS3, could I use that code for the PC version instead?

No, when you buy Premium for, say, an xbox 360, you will only be premium on the xbox. If you also want to be premium on pc or ps3, you will have to buy it for that platform.
