Budget for a Teen Girl?

I am realizing I am wasting so much money, so I have decided to make a budget for myself. I am going to base the budget on breaking up my money each time I have a total of $100. So for example if I saved 15% for a car, every tome I had $100 I would keep 15 for a car.

Here are the categories I think I need. How would you break them down?

Car (need in 9 months)

Clothes

Eating Out/Coffee/etc

Gifts

Phone Bill

General Savings

What percentage would you assign each of these categories. I make $100 every 2 weeks-month.

    Clothes 15%

    Eating Out/Coffee/etc 15%

    Gifts 5%

    Phone Bill 25%

    General Savings 15%
