Is it true that "Every Woman Can Be Beauty" with only the help of make up and no surgery?

If not, please provide counter-argument proof like a picture of a girl that really CANNOT be beautiful in every way cosmetically possible.

This is a trivial question regarding my sister that said she can't go to prom because she thinks she's ugly and no make up would help her in that.

    I'm allergic to makeup and I still get compliments. Beside, just because your sister is ugly doesn't mean she shouldn't go to prom. Every women is beautiful in her own way. A pretty hairstyle, a bad*ss lipbalm, and if she has a stach use Nair facial removal, and a pretty dress will help her be confident.
