Intelligence is not a single number. Every person has many different categories of intelligence. Politicians only need to be intelligent in the very narrow field of getting elected. The american public has a bell shaped curve of intelligence including lots of people at all levels of intelligence. Many Politicians do view the public as being pretty stupid, but this is because their message is aimed at a very small group of people who have not made up their mind. In the USA today you have to be pretty stupid to not have made up your mind by now.

If American politicians were as intelligent as they believe, we wouldn't be in this mess now.

If the American public was as intelligent as they believe, they wouldn't have bought homes that they had no way to pay for.

I would guess it doesn't take a lot of intelligence to know that you can buy votes of the public with the promise of more free goodies. Our grandchildren can pay the price.
