Why won't Romney acknowledge whether or not he supports turning Medicare into a voucher program?

He was asked whether or not he supports it and completely dodged the question.

Instead of answering it he just gave the general statement that he supports a plan to help seniors (not answering whether or not he supports the voucher system)

Update:

@luv2answer - I'm not asking if it is right or wrong, but why he wont even ACKNOWLEDGE WHETHER OR NOT HE SUPPORTS IT.

    Why in the world would you not want a voucher option? Anyone who says no must not understand it. You could take Medicare or you could take private insurance instead. My parents would prefer a voucher, especially since their doctor no longer accepts Medicare patients. Private insurance would give people more control over their own care.
