a question about rating answers!?
I rate answers to my questions (eg best answer etc etc) but Yahoo keeps prompting me to do so and then chooses a 'top answer' for me. Any tips or ideas?

Rating has nothing to do with the best answer (voting). At level 2 anyone can rate which just indicates what you think about an answer. At any level you can vote after 4 days. After 1 hour and before 4 days the asker of the question can pick the best answer himself.

It sounds like you might mean choosing a Best Answer. If you have truly chosen a Best Answer to your own question while it was still open (after it's been open at least an hour and before it expires in 4 days) but it is not registering that you have chosen BA, please be sure you are submitting your changes at the bottom of the page. You can do anything you like, but if you don't hit that blue button at the bottom of the page, you're going to have to do it again and again and ... Yeah.
If you really mean rating answers, as you put it in your question, that has nothing to do with choosing a Best Answer. "Rating" is used for the thumbs-up or -down ratings that we can give any answer here once we are on Level 2 or higher. If you go back to your own question and thumbs-up and answer, Y!A does not count that as having chosen a BA. You need to do that separately.
If no Best Answer has been chosen by the asker after 4 days, the question goes into voting. You can still vote, but you only get one vote like everyone else, even though it's your own question.

There's one or more glitches in the "choose as best answer' program, but very likely the there is problem on YOUR end. Yahoo DOES NOT CHOOSE THE BEST ANSWER to your question. Your question goes into voting for best answer BY THE ENTIRE YA COMMUNITY after 96 hours, 4 days, automatically, or after eight days if you extend the open period.
The cache file on YOUR computer have prob ably been corrupted by Yahoo. Yahoo is infamous for corrupting cache files. Clear your cache file and delete ALL tracking cookie files from all Temporary Internet File folders on your hard drive. IF you are on a mobile device, save everything you want to save, then turn your device completely OFF wait at least 30 seconds or more, so the SIM card in your device can reset to the default settings and clear some memory space - the cache files on your device.
You can also clear your search histories as well. After you do all that, try picking a best answer to one of YOUR questions that is still open. If it STILL doesn't work, there's a glitch report suggestion board. To get to the Suggestion boards (there's more than one) , click the "About tab then select "Suggestion board" from the drop-down options.
