나랑 놀아요 means "Play with me!" in Korean.
But it's saying it in a polite way.
The last part "요" is like saying it to a adult.
For example, a small child might go up to an adult and say, "나랑 놀아요" which means "Play with me," but in a way you should speak to an adult. But if the child wants to play with his or her friend, he should say, "나랑 놀자" which means "Play with me" but in a way that you should speak to your friends.
So if you're taking a trip to Korea, don't go to an old grandpa and tell him, "나랑 놀아요." You might get whacked in the head.
We, Koreans have two ways to speak.
Polite Way
and
Non-Polite Way
