Was it a culture of fear that allowed Savile to abuse for so long?

I seemingly cannot fathom why nurses and children's home staff stood idle by and did nothing whilst children were abused by Jimmy Savile over a period of decades.

I can only consider that a culture of fear existed; allegations from 'lowly' employees dismissed by managers and matrons who themselves were scared of accusing a "national hero".

Was it some variation of the "bystander effect", a social psychological phenomenon whereby bystanders believe that others will come to a stricken person's aid?

    These were all individuals, they did not witness incidents with other people. If you witness it alone you don't have the same courage of coming forward unless you have another person with you. I used to work for a firm many years ago who had a member of staff 30 years older than me. He always used to make sexual remarks and connotations to me whenever I went past him in the factory floor. At that time I had a job as a cleaner part time whilst I was studying. I never encouraged him and tried to make light of it by being polite. I did tell him that I found his remarks embarrassing and would he please stop - he didn't. I eventually told my supervisor and what did she do? She was appalled that I could suggest such a thing because he was a well respected member of staff who had been there for 40 years! What did I expect she asked me - this is a factory you know. She made me feel so small and ridiculed and she stood by him. I left my job and went to see a solicitor. The solicitor told me it was not worth the hassle of going further because I had been there less than a year and he had his colleagues to back him up. He hadn't laid a finger on me but however it was sexual harassment. She advised I hadn't a leg to stand on because they would all automatically back him up. I had put up with it for 10 months and wish I had not said anything. However I used to dread work because of him so I left. This is not sexual abuse, however can you imagine what would have happened if he HAD sexually assaulted me? My name would have been mud. Yes is is wrong that people did not come forward in the Jimmy Saville case, but I do understand why they didn't. Maybe in their shoes an anonymous letter would have been better than not saying anything at all.

    So it would seem.I am still coming to terms with it all. My refusal to believe it, has oddly come across to some people as me agreeing with him.? Esther Ranzid had every chance to reveal anything on her mid 80s BBC That's Life program. She started "Child line" (now run by the NSPCC) and started the child abuse industry in this country. It was big news around that time. Honestly there was a climate of fear around 1983 for a couple of years. The word paedophile wasn't used then.The word incest was the used word as it was usually within the family.The word Paedophile started to come from America..
