LIghtpulsar Dragon ruling?

Seeing as his effect states you CAN special summon, you don't HAVE TO special summon it I.E. can tribute for him.

    Yes, you can. It gives you the option of special summoning him, but you don't have to. If you feel like it, you can tribute summon him.

    Yes, the can in his effect makes all the difference, he can die with out his effect working
