Others have already pointed out the "month" vs "week" issue. Also note, later in the article, that hiring has increased. That means that, even though there were more initial claims for unemployment, there were also more people getting jobs, which removes them from the ranks of the unemployed.

The decrease in unemployment is due to apathy in this country, people are giving up on finding work. Stop looking for a job and you become magically employed in the Obamanation.

Because you have missed the part of the sentence that says "last week". The unemployment statistics are issued on a monthly basis.
