I wonder how many Americans Obama considers optimal?
To be murdered by terrorists in Libya. He said that 4 was not optimal, so would 5 or 8 or 12 have been better?
It is a shame that any Americans were murdered because of the failure of this administration to provide security to our ambassador.

He means the situation is not optimal that allowed those deaths to happen. Sounds like a military term to me, like COLLATERAL DAMAGE ! ! !
