Tom and Gary are brothers-in-law.Sister's husband/ Wife's brother
There is no special word for the relationship between Gary and Jerry.
The simplest descriptions would be. Sister-in-law's brother/ brother-in-law's brother.

Jerry and Gary are simply referred to as "in-laws" in English, the the relationship for Tom and Gary is "brother-in-law"
