Why do some bottles of wine have cork tops and others have screw tops?

It's easier for the consumer.
Lots of producers are giving up corks because it's easy and cheaper. This has nothing to do with quality. Give that notion up as a thing of the past. The same with boxed wines. They're making nice boxed wines these days and these stay fresh for ages because they create a vaccuum.
I've had many that are just great and,honestly,it's easier to store a bottle with a screw top if you aren't going to drink that whole bottle in one sitting.

I am no expert but best to buy decent wine with a cork. The cheap stuff isually in screw tops - cheaper to produce - a cork can last for years and retain the bouquet of fine wine

Screw tops avoid the problem of "corked wine" and are cheaper. The changeover has been going on for a few years but some wineries still prefer corks.
