Why can I not make eye contacts with my teachers?

at your age i was equally shy to female teachers but now i understand fair much more than yesterday so don't worry it's just a matter of time :)

As a teacher, (female) I can tell you that this is a very common problem for students, and therefore most teachers know when their students are feeling a bit shy or anxious. When I was at school I couldnt talk to my male teachers at all! I was a very shy student and did not have a dad so was not used to male role models.

I still get shy to this day and struggle to make eye contact with people, but you know what? The more you think about it, the more uncomfortable you will feel. Just tell yourself that it does not matter and that you are not the only one! Teachers see this all the time and it doesnt bother us. :) Infact I teach primary students and sometimes the new entrants are too shy to speak to me, I just give them a little space and don't worry about it.

You need to work on your self esteem it seems. Fake it for now by just looking at the bridge of their nose. They will think you are making eye contact.
