You can't really acheive that without a bit of hair removal, hun. Waxing really hurts so i'd recommend shaving, then choose a good moisturiser to rub in after so ur skin won't get dry. Usually, shaving once a week does the trick 4 me, but u might need more regularly, depending on how fast ur hair grows.
If u really, really, really, really, really, really don't want to remove hair, find a hair lightener in ur drugstore to make the hair less noticeable, then moisturise as normal to get the shine. However, your legs will only look smoth, so if your boyfriend tries anything, he's in for a bit of surprise involving a well disguised yeti.

I do not recommend to shave your legs as it causes to dehydrate the skin and loose the shine. waxing will be the best to get rid of the hair. you can use a good moisturizer several times a day to keep the skin supple and soft. Use a scrub and remove the dead cells atleast once a week. other than these you can drink more water and use sun block when you go out. eat fresh fruits and vegetables.
hope i could help you:) im sorry i have no idea about the products in your country.

Unless you have really soft hair, your legs won't be insanely smooth. In terms of shininess, use a moisturiser that contains oil.
EDIT: Sorry, didn't read the question right. As for a recommendation, I use Aveeno Positively Radiant. It's got SPF30, cause I burn easy. It's available here in NZ, and should be over there. Good luck :)

You could just shave, carefully, and then moisturise. It works quite well for me! I don't know what moisturisers they have in Aussie but I'm sure any well known brand would be fine :)
Hope I helped
