If the person in the U.S. who inherits the money lives in one of the few states in the U.S. that has an inheritance tax, then yes.
If the person in the U.S. who inherits the money lives in one of the many states in the U.S. that do not have an inheritance tax (most of the U.S.), then no.

inheritance is not taxable to the heir in the US
there are some states that do impose an inheritance tax on the heirs, that will depend on which state you live in
