    First off, I'd suggest picking up the book called "First Steps Series: Drawing Cartoons". This is one of the best books for beginning cartoonists because it cuts out a lot of the nonsense that more "advanced" books try to throw in. Mark Heath, the author, is a very successful cartoonist that has been published in many magazines and newspapers, including the Reader's Digest. His advice and exercises are easy to understand and fun to do. It was the first book I read when starting out drawing cartoons and it's the only book I still flip through when I need inspiration. It's really cheap on Amazon now, so I'll include a link.

    The second thing is to watch cartoons and read comic strips and then try to copy the styles you like. Draw constantly. Carry a sketch book with you and draw whenever you get a free moment. There is always time to draw, no matter how busy you are. If you see something funny, try to draw it. You may not like what you do at first, but don't be discouraged. The more you draw cartoons, the easier it will be to improve. Keep EVERYTHING you draw in a portfolio or notebook. This will help you judge your progress and encourage you to keep going. It won't be easy and sometimes you'll be tempted to give up, but I promise if you put work into it, you'll be drawing great cartoons in no time.

    To draw like the cartoons you are seeing-Time doesn't really apply. Sometimes it is based on the individual.And art is still art no matter how long you have practiced,Though I'm sure they've practiced for years. Animating can be self taught. I know a lot of people who have taught themselves to animate/put together cartoon strips. You could draw them by hand and scan them, or start drawing them from the computer. Photoshop is good for making page layouts for cartoons.It also has an animating option.Flash Would be good for putting the animation together, it makes the animations more smooth.Sai is not needed, but it's better for making the line art. Search YouTube, I've seen many tutorials for animating on there. They will tell you mainly how to plan out the animations, but there are some telling you how to use the programs. And there are definitely a lot of good tutorials for using programs to make comic page layouts. But Just keep practicing.And remember, You should practice drawing first, then comes animating.     Its quite difficult to become a specific drawer, general drawers are easy, because most pieces of furniture have them, but a cartoon drawer takes a special request. You can try the easiest route, and get your body cremated, then use the ashes to reconstruct a drawer. Im sure IKEA takes these kind of drawers to use in their wardrobes. However, you could request to be used in a desk, that a cartoonist will use, and you might get lucky, and become the drawer the cartoons are put in. You could also try to become a contortionist, forming the shape of a drawer, and being put in a desk of a cartoonist, but that takes years of training.

    The Riveter's answer is very good, but I also want to add that you must try figure and gesture drawings, and you need to get your proportions down. I know it sounds like a pain, but it is a necessity in drawing cartoons and getting the figures together and make them look right.
