The running joke of the series is that the state is unknown. There is countless pieces of contradictory evidence, to the point where it has become impossible to know, with any certainty, where the state is. It's not Oregon, or Illinois, as knowing the state would defeat the purpose of the joke.
It's everywhere and nowhere, all at once.
However, it's almost certainly not Illinois, as their town of Springfield isn't the capital. The capital is called "Capital City," which, if you would duly note, is not a real city, adding to the ambiguity of the town's location.
