It's not efficiency, the +/- is for when each individual player is on the court is their team scoring more points or less points than the othe team

NBA is a professional sport so they have lots of officials who have their own jobs from ticketing, management, operational, logicstics, accounting, engineer, programmer to floor sweepers. Dig that?
