Because everyone in the country is only represented by 2 Senators and 1 Representative. We disapprove of the 434 members of the House and the 98 Senators who don't represent us.

they slice up voting districts - cally Jerryrigging, or something like that bro, then the map favors incompetents or incumbatants... whatever you call them.
