I see what you're doing here, you're making the uncomplicated very complicated. When you tweet someone, you say whatever it is that you want to say to that person in any way you would have said it had you used a different platform eg: text message.
When you say 'tools' I suppose you mean the hashtags? I always say that we need to use those judiciously. Not EVERY word requires a hash tag! If you're talking about going to the mall for bowling later, you could hash tag the name of the mall if you want, or just not hash tag anything at all.
