Get a book on crate training and start over. It may be too hard, too exciting, in the house. Keep him in his room until about a year of age. Then you don't have this.

So when your dog successfully goes outside, you give him time to free-play in the house. Gradually increasing this time. That period of play is over, back to the dog room or crate.

My dog was so good about potty stuff, but got too excited when she came into my bedroom. So she was in her own room until nearly a year of age. You must keep the dog room in pristine condition all the time. Use dilute vinegar or ammonia to erase the old smells in the house. Dogs cannot smell through these.
