Ohh...black men outside polling places. Scary.
As long as people are beyond the specified distance from the polling place per the law, it's perfectly legal...as is your bigotry, sadly.

In 2008 some "New" Black Panthers stood at the door to some polling places and brandished clubs. The legal proceedings against them ended when Eric Holder refused to prosecute. I'm not sure if this is going on in the election this year. Yes it is illegal but if the attorney general will not prosecute it does not matter. I'm not aware of it happening as much this year. However - I would encourage people to just ignore them. Even though they are called the Black Panthers, a more fitting term would be the Black Panzies. Or - another word would work also. I'll provide a few links.

State law governs how close electioneering can take place from a polling place. You didn't mention what state this happened in, or how close the electioneers were from the entrance.
So, we can't tell you if it's against the law or not.

Where is this happening?
Regarding anyone handing out flyers, that's entirely legal. It happens every time at my polling location.

You don't need to feel threating about these Black Panters their are a joke. Once you enter they won't know who you voted for. Take the papers they give you and toss once inside or just say no thanks and smile and say have a nice day.

Black panthers, huh?
It turns out your polling site was really a time machine that took you back to 1960!
Amazing!
