Kaiser has many different health plans. Call Kaiser and ask them.

If Kaiser has facilities in Florida he can use his Georgia membership for up to 90 days. If there is no Kaiser in Florida, he will have to find other health insurance. If he is paid up with Kaiser and he happens to be out of state and has a medical emergency Kaiser will cover it since there are no Kaiser hospitals in Florida.

No, Kaiser does not have any facilities in Florida. There is no way that he can use the insurance for wellness care and other general office visits, unless he is close enough to go to a facility in GA.
He can use the insurance for emergencies only in FL.

He'd call Kaiser - Kaiser is a true HMO, you HAVE to use their providers, if you want them to pay. There might be some "out of network" limited, crappy benefits, for emergencies only - but don't bet on it.
