India is a civilisational entity or area that existed from time immemorial, that the present geographically well delineated country inherits the name from.(I am using in the sense of Vladimir Zhirinovsky, the maverick Russian politician whose name was prominent in the Russian Parliament after Russia was freed from the Union). USA is the synthetic creation of a country, a couple of centuries ago.

Further, when it came into being as a single political entity (thanks to the 'British') India is projected as a Union of states, the 'Indian Union' and mentioned so, in the constitution. I think EU (European Union) adapted its name in the same spirit & bears a lot of resemblance to the former. The use of the term 'Indian Union' is becoming rarer & rarer due to political factors, seized of a baseless fear of dismemberment of the country, as India existed as an all-encompassing Empire at the best of times. This Imperial formulation is being resurrected as Indians by tradition are unfamiliar with the Republican 'avatar' the country transformed into.

Unification of a country is very important to make it a Nation-State in the modern sense of the term. It was done for Italy (before which that was non-existent) & Germany by 1877. Quite a few such Nations just linger on & exist parceled out into different countries. Also quite a few form disparate conglomerates & emerge as Nation-States to hammer out in each case a Nationhood out of it.

That's the best way that Propaganda works. They are trying to border public opinion with the aid of utilizing distinctive buzzwords to portray the same photograph from different views. Bush's grandpa funded Hitler and his daddy ran the CIA. Bush knows all about how you can use propaganda. The PKK has been attacking Turkish civilians in Turkey with American weapons that were funnelled to them. Even the puppet govt of Iraq considers the PKK to be a terrorist institution.

Before the US gained its independence from great Britain, it consisted of 13 colonies or states if you will that we're independent neighbors of another all under great Britain. But after realizing they were unjustly being taken advantage of, they united and became one country divided into thirteen states, they were the united states.

There are sovereign states with their own state laws, and there is the overall country, the United States, with federal laws.
