Can Photomatix make a good enough HDR image without the need for further tweeking in Photoshop?

I can't afford to purchase Photoshop.

Yes - prior to HDR merging being available in Photoshop it was one of the few HDR programs available. However, do bear in mind you have user control of the sliders & there is no need to have them cranked up to the max

Yes. Photomatix is dedicated HDR software.

You could tweak it more in Photoshop if you really want to, after you have tonemapped it. But it's not necessary.

Adobe Photoshop isn't the only image editor that exists. The best image editor for free is GIMP http://www.gimp.org/ - it can do most of the same things as Photoshop. It can certainly be used to edit or tweak tonemapped images produced in Photomatix.

I've had great success with Photomatix, so I'd say "yes".
