Update:

I just noticed that if I put my computer into sleep-mode then bring it back out of it then it works again for a short while before stopping once more.

My computer came preloaded meaning no OS disk or anything all I can do is restore it to factory settings....that can't be my only option can it?

Update 2:

Mouse & keyboard are PS2 & yes I have tried using a different mouse & keyboard both of which are being similarly effected & yes the mouse is one of them optical ones(red led light instead of the roller ball). I am at a complete loss & really cannot afford to lose everything I have on my computer by setting it back to it's default factory settings...hope someone can help me out here.

    Is it a PS2 or USB mouse? is it optical? is it wireless? is it wireless that came with wireless keyboard?

    have you tried another mouse? if its a wireless mouse have you tried a wired mouse for comparison sake? the wireless mouse might be faulty is what I am getting at, assuming thats what you have...

    let me know,....good luck
