When your cumulative grade point average drops below the Satisfactory Academic Progress (SAP) required by your college or university, you will be placed on Academic Probation. If you do not improve your SAP (following the requirements set by your school) within the next semester or quarter, you will be placed on Financial Aid Suspension, as required by the US Dept. of Education, the source of Federal student aid. FAFSA is just the application students fill out and submit to be considered for Federal student aid.
If you are asking if you transfer from your current school to a community college, if you will be eligible for Federal student aid, even though at your current school you have not met the SAP, that will depend upon the policies and procedures of the community college. You will have to ask a Transfer Admissions counselor at the CC about that.
Generally, if you are on Academic Probation and Financial Aid Suspension at your current school, that situation will continue at any CC to which you transfer until you improve your grades (cumulative GPA) and meet other SAP requirements of the CC.
Colleges and universities have to meet the rules on SAP set by the US Dept. of Education. The reason behind this is that US taxpayers do not want to continue helping to pay for a student's higher education if he or she cannot earn decent grades in his/her classes.
Unsolicited advice:
If you have found yourself struggling in your college/univ. classes, if you have not talked with your academic/faculty adviser and sought out tutoring to help you improve your grades and improve your comprehension of what is being taught, you may be dealing with an undiagnosed learning disability (LD) or you may know you have been diagnosed with a learning disability and did not notify the college/univ. office that oversees issues for learning disabled students. If you know you have been diagnosed with a learning disability or think you may have an undiagnosed learning disability, ask your faculty/academic adviser to refer you to the right office and person on your campus.
The Americans with Disabilities Act requires colleges/universities to provide teaching and learning accommodations for LD students which may be the path for course subject comprehension and grade improvement.
