The free town is Riverview. You can either click this link which will take you directly there: http://store.thesims3.com/riverview.html?categoryI...
or Follow these steps:
• Go to http://www.thesims3.com/
• Click on the Store tab
• Go to where it says “Worlds” (left side, under the slide show of new items)
• Click Riverview, then download
