Would it be possible to make a league?
What if somebody set up a pro football league that allowed players in straight out of high school, and had all contracts expire after 3 years. Would some gifted high school players chose not to go to college and take the money instead? would this be good or bad?

Bad. the NFL has men. the way they play is vicious and your telling me players straight outta high school get money for them to be beat up. not a good idea. thats why the redshirt players to get them into the college level.
