If you mean you want to print out an image so that you can copy it with brush in hand, using the photo as a guide, just print out multiple images, cut them with scissors as needed, and tape them together. That's free.
You could probably accomplish what you want in Gimp, but I have never used the program so I don't know for sure. It's free though. Search "gimp" and you'll find it.
