Start with local groups, like those with common interests on meetup.com, yahoogroups, and groups on Criagslist? Starting out doing simple things like meeting up with a group to go hiking, amateur photography, whatever is a start

Becoming friends with people is a matter of trust and playing your cards right. Sit down and think about why you're so uncomfortable with people now, is it because you miss your friend or because you feel vulnerable?
Getting new friends isn't too hard. You must have some other friends, try to have them introduce you to some new people. Mutual friends are great. Also, try wearing something eye-catching, like pretty earrings or a statement shirt. People will probably look up and compliment you or at least start a conversation.
Last but not least, make sure to always SMILE. Let's face it, if you walk past someone grumpy it's not like you're gonna ask "How was your day?". Smile and say hi to people when you pass them, it will make you seem a lot more welcoming. Good luck!

You find a way to start talking to your best friend again and meet other people through her/him
edit: if she's a bad person, and you don't have anyone else, I know how you feel. I've been there and it's pretty painful. I think the course of action I would take is if you have a job, start up a conversation with a coworker, or if you don't, find a temporary job, any job, and try to befriend some of your coworkers. If you keep in touch with your family, find a cousin, or aunt, and talk to them, they might introduce you to their own friends.
