Using a Ripsaw or any other cutting equipment for using wood.?
What angle cuts do I use to make a perfect wooden circle. Also, if I make the diameter a different size does the same rule apply. What about the outer donut sizes

Use a cross cut saw. It will be a little rougher but using a rip saw will make a big mess going across the grain.
I'm assuming you're talking about making a round table top type device. If you wish to cut a hole in a square or rectangular board then you'll probably not be able to use any saw other than a jig saw with a cross cut blade.
Personally, whether cutting an inner OR outer diameter I would use a router and a trammel. A trammel is like a compass that affixes to a center point and holds the router at a consistent distance while going around the cut I want to make. It makes for a very clean hole (inner or outer).

'what angle cuts' doesn't make any sense. The answer is that you make and infinitely large amount of infinitely small angles, thats what a circle is.
If you're trying to saw a circle then draw a circle and follow the line with a jigsaw or bandsaw.
