Does anyone know of A program or software that can translate and read for me English and Arabic languages?
I don't wont to use the internet every time I need to translate something.

Many online programs you will find in the net. I know some of my friends who have learnt speaking Arabic. There is also another way to learn Arabic reading and writing, that is nothing but saying prayer behind an Imam. Its one part of reading and speaking skills. Some may laugh at my proposal but this is the reality where there is not any other better option.

Try google goggles. It's an app. I'm pretty sure if you take a picture of the words and it will translate it for you.
If you want to learn Arabic check out lingolearn. You learn with a native / fluent teacher and they are really nice. You can schedule a trial class too to see if you like it first.
