Giant Ionosphere weather modification heater by U.S. miltary is it possible?

The answer is no. The HAARP project in Alaska, is only to study the ionosphere via radio signals. It may have a military hidden agenda but it has nothing to do with the weather for two good reasons:

1) The weather happens in the troposphere, where we live, up to 10 to 18 km above us. Above that, there is the stratosphere, then the mesosphere, then the ionosphere. Those are separated by inversions. For example, no clouds nor wind rise in the stratosphere because it is warmer than the tropopause, the top of the troposphere. Air doesn't rise in warmer one!

2) The weather is about the thermodynamic effects of air masses with different temperature, moisture and pressure. The greater the difference, the stronger the weather. The energy that creates those difference is that of the sun. It is for 99 percent the energy we use on earth (one percent is the geothermic energy and the tidal energy from sun and moon's gravitational fields). If we want to modify the weather, we need a source of energy in the scale of the total sun's energy absorbed by the earth and that is simply impossible. Thinking that we can modify the weather is like stopping a tsunami wave with a single drop of water. Even Superman can't do that! ;-)
