I told him I like him but no response?

So I've been seeing this really shy guy for two months now. All his friends assume we're dating and I talked to one of them and he was shocked to hear that he hadn't asked me out yet. He acts like he likes me when we're together and says he want to hang out and stuff but then makes no effort to ask me to hang out, or even to text me. A few weeks ago I told him I kinda liked him and he said he felt the same and we had a great conversation about how we could e open with each other. I was really frustrated with how nothing's happening so last night I texted him and when it was time for a subject change I went for it. I asked him what it would take to get him to open up to me and tell me how he feels about me since we haven't talked about it in a while. He responded tha he didn't know and had to finish his homework. He said he was sorry and that he'd think about it. So I saide take your time, I just feel like I've made it clear that I like you but I don't want to get my hopes up if you don't feel the same way. He never responded. When he came in to school this morning he yelled out my name an came over to talk to me. I said to him that just because of what I said I don't want things to change because I like being friends with you. He just kind of giggled and then said he was really sorry but was just stressed with his homework and stuff (even though he had plenty of time to be on twitter). so basically I still need for my answer. It's just so weird because he tells all his friends he's going to ask me out but then I give him countless opportunities to tell me how he feels and he never takes them. What should I do? I know he said he'd think about it but I really don't think he will ever bring it up again
