Germans take 8-9 years of English in school.
Just like in the US, if you don't use it you forget. You'd be better off talking to a younger person if you need assistance.
Konnen Sie English sprechen? (KO-nen Zee Ehng-lish Sprek-ken is about as close I can get it without using special characters).
I wouldn't worry about it too much because you should at least learn some simple German before you go there.
I lived in Germany for 9 years. Four of them about 40 miles from Munich.

English is spoken by using maximum Germans yet once you need to stay in Germany as a resident that is a call for to chat German and grant evidence of this or you will no longer obtain a student or artwork visa. in case you intend to bypass to as a tourist English is advantageous.

The majority would speak some English, but more German than English. Some probably wouldn't even speak it at all, but a few might fluently

In addition to the answers provided earlier, it should be noted that the locals go out of their way to help tourists, so even if you encounter someone, who's not so fluent in English, when you need help, don't expect to be left in the cold!

Not a lot. You will find English-speaking people in hotels and major restaurants, but that is about all.
