So? You fax them your photo id, a copy of your SSN and a utility bill. If you are in fact over 18, but living with your parents, a copy of the utility bill showing you have the same last name.

It sounds like you've exceeded your allowence to use PayPal without providing full proof of identity. PayPal allow customers to use their services without full verification for a short while, under a certain amount of money. Once you reach your limit, their required by law to verify your identity to combat money laundering. I know it's a pain in the backside but you'll need to do as they ask.

If your having trouble verifying your account, the best advice I can give is to contact PayPal by phone. I've done this many times before and they are very helpful. They will walk you through the process and update your status over the phone. This is by far the quickest way to resolve your problem.

To call PayPal, login to your account and go to the 'Contact Us' page. You will be given a one-off passcode which you then have to give to the customer service agent to prove you are who you say you are. The telephone number to call is:
