As Justin Bieber is not who you might call a normal, intellectual human with a correct identity, I'd say any form of ludicrous actions performed by him is perfectly justified.

he was dressed like that all day and A lot of times, Justin isn't informed on what he is to do within minutes of the event. He had just got off stage and was whisked away to the Prime minister.
