Is this answer within community guide lines?
Kindly refer the link

Only one answer is presented for this question, which has now gone for voting. However on my view this answer is not pertaining to the question; but some religion related. Is this answer falls within community guide lines? If not why this answer is not removed even after reporting on it.

In my view it is a violation, Yahoo clearly say that a link is not an answer. Had the user written something else about the question and the link it would have been acceptable.
If the link that was posted didn't pertain to the Q then that would be a secondary violation for a misleading answer.
As is I think you will now see it has been deleted.

It depends on how trusted a reporter is..or how many violations theyve reported already that day--whether it takes one or two reports.
Like the other person said.. interest for this question is probably next to zero. So, no one else
reported it.
Personally, I would never click on this link. People put virus links on sometimes.
I find it suspicious they didnt say anything at all .
If this was your question, you shouldve done the best answer and picked ..None of these answers.
Now it has to wait for voters. You can still vote along w/ the public

Because more than one person needs to report it. And not that many people were enticed into looking into a question on the Fibonnacci series to even look at it.
