Is it illegal to open a hookah lounge in Oregon?

I am interested in opening a hookah lounge in Oregon, But I am confused about certain regulations and restrictions involved in opening said hookah lounge. Specifically Oregon House Bill 2726. A lot of articles say it bans new lounges from opening but I would really appreciate some actual decoding of the legal speak and I just want a bare bones answer with possible ways around it as well as an answer to whether I should seek to open this enterprise in other areas such as Vancouver, Washington

    House Bill 2726-B modifies provisions of the Act pertaining to exemptions largely in response to the recent proliferation of hookah lounges. It provides for regulation in accordance with the intent of the Act, forecloses development of future lounges, and permits existing establishments to continue operating.

    "Forecloses Development of Future Lounges"

    So, yes, its illegal.
