Someone on parole or a convicted sex offender has to register with the police when he moves to a new home. So, if he didn't register, arrest him and put him in jail.

Lock up with prisoners means that they have to be accountable and rigorously detained in a stern way for a certain amount of time. Register is in your dic. app.

"Lock him up" means 'put him in jail'.

"Register", I'm guessing, refers to the criminal turning up at the police station or something of the sort.

'Lock him up' means put him in gaol. Register is another word for sign-up.
