You might as well ask why people like sweet food...
People generally like Gangnam Style (and most pop music, for that matter) because of it's catchiness, upbeat, happy sound and they are naturally drawn to the feeling that the music gives them.
In the case of Gangnam style, I think a lot of it has to do with the uniqueness of it...let's face it, how often do you see a well-dressed Asian man dancing down the street surrounded by hot chicks in stupid costumes???

Good question.
It reminds me of the popularity of the Macarena back in 1996.
But every generation has its "dance" (like The Twist & The Hustle) back in the day.
