I just tried to answer a deleted question. That's a default message, that you get when enough YA community members report a question to get it removed. It doesn't matter whether the question is a legitimate knowledge - seeking question or not.because the system is automated by computer programs, once enough people report a question or answer, it gets deleted.
Trolls hate being exposed online. That's why they are falsely reporting questions about moderation on YA.

It could be just a technical glitch, but then,.yahoo are famouse the world over for technical glitches.
